Abstract: Problems stipulated by technological backwardness of Russia's refineries are considered. A new innovative energy and resource saving technology of exchange resonant coupling (ERC) is proposed. The technology has been successfully tested at a number of national refineries in the process of oil refining and obtaining air blown asphalt. Unique possibilities of the proposed technology to activate the growth of plants, microorganisms and rain worms are demonstrated. The ERC-technology allows to significantly increase the cost-effectiveness of biomass and bio fuels production, soil fertility and intensify reworking of silts and other organic wastes
