Lyudmila V. MASLENNIKOVA was born in 1952. In 1975 graduated the Moscow institute of management named after S. Ordzhonikidze (today — State University of Management) on a speciality the engineer-economist. Scientific degree of Cand.Econ.Sci. She was awarded by the Ministry of Education of the Russian Federation. Now — the senior lecturer, the vice-cheaf of chair of Strategic management of thermal power station (department of economics and management) Russian State Gubkin University of oil and gas. Abstract: In the long-term period the tank farm enterprise can provide its competitive advantages by increase in level of service of the exporting and importing oil extracting companies. The important and actual problem − is perfection of methods of an estimation of efficiency of investments into development of oil products tank parks of sea terminals. To solve this problem the author developed the organizational-economic model of functioning of the sea terminal and math model of a choice of its tanks parameters
